Carlisle City Council Development Control Committee approves the Kingswood planning application, subject to 24 conditions, a Management Code and a Section 106 Agreement
At a meeting on Friday, attended by many Dalston parishioners, the committee discussed the application for 2 hours. The application was for the following:

a. Retention of dining/function hall and teacher's common room; underground caving system and proposed shelter; boundary fence; souvenir shop; air handling plant room and drainage layout. b. Formation of challenge course; quad bike track and shelter; low ropes and nightline course; archery enclosure and shelter; new access road and parking layout; planted soil bund; climbing wall. c. Installation of external lighting system.

The detail of the s106 Agreement will have to return to the committee for future approval. The conditions, together with the associated Management Code, are quite stringent. However, if the operation of the site is to be controlled, then the City Council will have to be prepared to enforce the conditons, including potentially costly noise monitoring. At the 11th hour Kingswood agreed to a 3 week break from activities at the end of July and the beginning of August for 2005 and 2006. What happens beyond this was not clarified. A full report has been prepared for the next Parish Council Meeting.
